At the annual meeting of the IFBB Executive Council, held in Cairo, Egypt, October 24, 2002, the following resolutions were discussed, voted on, and accepted:

Resolution #1:
Be it resolved that, effective January 1, 2003, there shall be seven categories in men's competition, according to the following table:

Bantamweight up to & including 65 kg (143 lbs)
Lightweight up to & including 70 kg (154 lbs)
Welterweight up to & including 75 kg (165 lbs)
Light-middleweight up to & including 80 kg (176 lbs)
Middleweight up to & including 85 kg (187 lbs)
Light-heavyweight up to & including 90 kg (198 lbs)
Heavyweight over 90 kg (198 lbs)

Be it further resolved that, effective January 1, 2003, each National Federation may send up to a maximum of seven athletes to the Men's World Amateur Bodybuilding Championships, with no more than a maximum of two athletes from any one country competing in any one category (except for the host country, which may enter a "B" team).

Resolution #2:
Be it resolved that, commencing January 1, 2003, the random doping controls performed during the weigh-in/height measurement shall be discontinued at all Continental and World Championships.

Be it further resolved that the IFBB reserves the right to conduct random doping controls, without notice, at any IFBB international amateur competition, to include no-notice target testing.

Resolution #3:
Be it resolved that, effective January 1, 2003, the compulsory drug testing of athletes at the World Championships level shall take place according to the following table:

Resolution #4:
Be it resolved that, commencing January 1, 2003, only the top 5 finalists from the Prejudging shall be allowed to advance to the Finals at all World Championships.

Resolution #5:
Be it resolved that, effective January 1, 2003, the categories open for competition at the Juniors & Masters World Amateur Bodybuilding and Fitness Championships shall be according to the following table:

Resolution #6:
Be it resolved that the IFBB shall officially recognize Body Fitness as a new discipline and that the IFBB shall enact rules governing competition in this activity at the Continental and World levels.

Resolution #7:
Be it resolved that the "IFBB International Mixed-Pairs Cup" shall be organized in conjunction with the 2003 European Men's Championships, to be held in St. Petersburg, Russia.

Resolution #8:
Be it resolved that the judging panel that adjudicates a category at the Finals be different than the one used to adjudicate that same category at the Prejudging.

Note: This proposition was approved ON A TRIAL BASIS ONLY at the Continental level for those Continental Federations that wish to conduct feasibility testing of this system. A report will be submitted to the IFBB Executive Council and IFBB Congress at their next annual general meetings.

Thirty-seven (37) proposed amendments to the IFBB Constitution, 2000 Edition, were presented and passed. The majority of these amendments were grammatical improvements. Other amendments dealt with Continental Federations, Doping Control, the IFBB Professional Division, Disciplinary and Appeal Committees, and IFBB Property Rights [See IFBB Constitution, 2002 Edition - PDF format].
