Indeed, we are also very proud that International Body Building & Fitness Federation (IFBB) has given us the trust, confidence to host the Championship in our Kingdom.

The World Men Bodybuilding Championships & Congress in Manama, Bahrain, will be a great celebration for sport and healthy lifestyle.
On behalf of the 182 countries that make up our International Federation, I wish to convey our thanks, recognition and respect to H.M. The King Hamad Bin Isa Al Khalifa and the Kingdom of Bahrain.
Our thanks are extended to H.E Sheikh Fawaz Bin Mohamed Bin Khalifa Al Khalifa President of General Organization of Youth & Sports ( GOYS ) for his continuous meaningful contributions and support to the sport of bodybuilding, and in general, to fitness and healthy lifestyle.
Once again, Asia welcomes our biggest sport event; this is not happening by chance, because everybody knows about the great capacity of Asian Bodybuilding Federation, under the leadership of our IFBB Vice President, Datuk Paul Chua, joined by the young and dynamic President of the Asian Federation, Osama Al Shaafar.
Bahrain is a very distinguished federation member that along these years has achieved a well deserved reputation of effectivity and success in sport and organizational events, under the decided and effective direction of President Mohamed Abdulrahim Abdulla.
This championship will be a great opportunity for athletes and delegates that, coming from the five continents, to meet in Manama, Bahrain, a country rich in cultural traditions, famous for its great sense of hospitality; in which solidarity, fair play and respect for sport are integral part of their culture and traditions.
Bodybuilding World Championships will have full TV coverage with retransmissions to over 100 TV channels worldwide, including Eurovision and Eurosport satellite retransmission, which will spread to millions of spectators the most challenging images of our championship, framed in the colorful images of Bahrain.
I take this opportunity to thank Paul Chua; ABBF President Osama Al Shaafar; Bahrain Federation and all the Executive and organizing committee members for their dedication, that will make the IFBB, Bahrain, Middle East and Asian Federation achieve another great success that will be a source of inspiration for the IFBB, settling new standards of excellence for our sport.

This is the first time in the history of bodybuilding that the Men's World Bodybuilding Championships and International Congress is organized in the Middle East.
The 62nd IFBB Men's World Bodybuilding Championships and International Congress to be held from 3 - 7 November, 2008 in Manama, Kingdom of Bahrain will be a great success. I have great faith in the leadership of Mr. Mohamed Abdulrahim Abdulla. Since he became President of Bahrain W/Lifting and Bodybuilding Association, his record in organizing the Asian Bodybuilding Championships in the year 2004 speaks a great volume of his organizing ability together with his Committee.
The government of Bahrain giving its full support and backing to this international event, particularly the Hon. Minister of General Organization of Youth and Sports (GOYS), H.E. Sheikh Fawaz Bin Mohamed Bin Khalifa Al Khalifa who is keenly supporting bodybuilding. His Majesty the King of Bahrain is an ardent fan of our sport as well.
I am extremely pleased that the IFBB Executive Committee under the superb leadership of President Dr. Rafael Santonja did not hesitate to vote in favour of Bahrain hosting this year's World Championship in Manama, Bahrain.

Kingdom of Bahrain
Bahrain is a borderless island country consisting of 40 Islands (Archipelago), in the Arabian Gulf and is the smallest Arab State. Bahrain has been inhabited since ancient times and has even been said to be the site of the Biblical Garden of Eden. Its strategic location in the Arabian Gulf has brought the rule and influence by of the Assyrians, Babylonians, Greeks, Persians and finally the Arabs. It was during the Arab occupation that the island became a Muslim state.
Bahrain is described as the "Middle East Lite" a country that is comprised of modern infrastructure but yet maintains its Gulf identity.
Bahrain is known to be generally more liberal than its neighbors. While Islam is the main religion, Bahrainis have been known for their tolerance and alongside a mosque can be found a church, a Hindu Temple, a Sikh Gurdwara and a Jewish synagogue. The country is also home for several communities that have faced persecution elsewhere.
In 1919, Bahrain was the first country in the Gulf to have academic institutions and was also the first country to discover oil in the region (1932).
It was in 2002, under His Majesty King Hamad Bin Isa AL Khalifa that Bahrain was declared a kingdom.
Venue Site
The Bahrain International Exhibition Centre will be the venue of the 62nd World Bodybuilding Championships. This facility has the capacity to accommodate over 20,000 spectators and is conveniently located in the upmarket Sanabis District. This ideal locationmakes it easily accessible by modes of public transport.

Important Notice
Only the Organizing Committee is authorized to arrange hotel reservations for official participants athletes, delegates and extra delegates. This includes reservations for accommodation before the Official Arrival Date, after the Official Departure date and during the Championships.
Accomodation
The Organizing Committee will provide free-of-charge accommodations and three (3) meals per day for all Official Participants (Athletes and Delegates) from the National Federations according to the following IFBB Rules:
* Three (3) or more competitors: two (2) delegates
* One (1) or two (2) competitors: one (1) delegate
* National Federations with no athletes may send one (1) delegate who will be responsible for all of his or her own expenses.
Official Participants
The term "Official Participant" means:
1) An Athlete who is duly authorized by his or her National Federation and who is registered by the IFBB to compete in the Championships, or
2) A Delegate who is duly authorized by his or her National Federation and who is registered by the IFBB to participate in the Championships pursuant to the above-mentioned IFBB rules.
All National Team Official Participants (Athletes and Delegates) must check-in before the start of the Weigh-in and Registration: by Tuesday, November4, 2008 - 5.00 p.m. Any Official Participant not checked-in by this deadline will be classified as an "extra delegate" and will be responsible for all of his or her expenses.
Important Notice
Any judges, coaches or trainers who are not Official Participants (Athletes or Delegates) will be responsible for their own expenses. If the National Federation wishes to bring a judge, coach or trainer, it is recommended that they select this individual to be an Official Delegate; otherwise, this individual will be responsible for all of his or her own expenses. This ruling also applies to family members. NO EXCEPTIONS WILL BE MADE UNDER ANY CIRCUMSTANCES.
Special Packages
The Organizing Committee has established a Full Special Package Rate, which includes four(4) nights accommodations with three (3) meals per day (breakfast, lunch and dinner), tickets to the Prejudging and Finals, tickets to the Farewell Banquet and onsite transportation* at a cost of US$800 per person in a double-bedded room or US$1200.- for a single-bedded standard room. These rates of special packages are applicable for Eleit suits, Mercure Hotel, and Al safeer hotel only.
The Organizer has also established a Partial Special Package Rate, which includes tickets to the Prejudging and Finals, tickets to the Farewell Banquet, and onsite transportation* at a cost of US$300.-

* Transportation is limited between the official airport and the official hotel(s); between the competition venue site and official hotel(s) for Prejudging and Finals; and, where applicable, between the Farewell Banquet venue site and the official hotel.
Hotel Security Deposit
A hotel security deposit of US$100 per person is required upon check-in for incidental and personal expenses that may arise (e.g. telephone, mini-bar, laundry, room service, etc.). The unused portion of this deposit will be refunded at check-out in the same currency as remitted. In order to facilitate matters, the chief delegate or team leader will be asked to provide a credit card or cash to cover the deposit for the entire team. This individual will be fully responsible for all expenses incurred by any members of his or her team.
Important Notice
Please advise your team before departure not to incur additional expenses or they will be responsible for all additional expenditures.
Airport
The airport of arrival is the Bahrain International Airport. The Organizing Committee will pick up delegates from the Bahrain International Airport and transport them to the hotel. It is very important that every National Federation provide to the Organizing Committee with the complete arrival details of its team, including the number of people in its delegation. Your cooperation is essential to ensuring that adequate transportation is provided for your team. There will be members of the Organizing Committee at the airport and everybody must report to the Desk for fast track services.

Early Arrivals / Last Departures
Any National Federation, including any of its individual team members, arriving before the Official Arrival Date of November 2, 2008 and/or staying on after the Official Departure Date of November 6, 2008 will be responsible for all their expenses, including arranging their own transportation between the airport and the hotel and vice versa. Accommodations before the Official Arrival Date and after the Official Departure Date will be approximately US$220 excluding tax for a single or twin-bed room. You must notify the Organizing Committee of any early arrival and/or late departures no later than September 15, 2008.
Important Notice
Any National Federation team members arriving before the Official Arrival Date of November 2, 2008 and /or staying on after the Official Departure Date of November 6, 2008 will be responsible for their own transportation.
Flight Reconfirmation
To reconfirm your flight to and from Manama, Kingdom of Bahrain, please contact the Secretariat within 24 - 36 hours before and after your arrival.
Bodyweight Categories
Flyweight : Up to & incl. 60 kg (132 lbs)
Bantamweight : Up to & incl. 65 kg (143 lbs)
Lightweight : Up to & incl. 70 kg (154 lbs)
Welterweight : Up to & incl. 75 kg (165 lbs)
Light-Middleweight : Up to & incl. 80 kg (176 lbs)
Middleweight : Up to & incl. 85 kg (187 lbs)
Light-Heavyweight : Up to & incl. 90 kg (198 lbs)
Heavyweight : Up to & incl. 100 kg (220 lbs)
Super-Heavyweight : Over 100 kg (220 lbs)
National Federations will be permitted to enter a team of up to a maximum of nine (9) competitors, with no more than two (2) competitors in the same category.
There is no "B" team permitted at these championships, except for the host country. The "B" team athletes may compete for placings and awards; however, their placings will not be included in the "Best National Team Award".
Weigh-In and Registration
Weigh-in and Registration will take place at the Golden Tulip Hotel. It is the responsibility of the chief delegate or team leader to make sure that all athletes are on time for the Weigh-in and Registration. If an athlete is late for the Weigh-in and Registration, that athlete will be disqualified and will have to pay all of his own expenses.
Important Notice
Each athlete must bring his PASSPORT and POSING MUSIC (CD), National Anthem and National Flag to the Weigh-in and Registration, failing to do so will result in the athlete’s details not being processed.
IFBB Registration Fee
Each Official Participant (Athlete and Delegates, including delegates without competitors), must pay the IFBB Registration Fee of US$100. This fee is payable to the IFBB upon arrival at the Official Hotel in Manama, Kingdom of Bahrain. The IFBB Registration Fee is completely separate from the hotel security deposit.
Important Notice
You must pay the Hotel Security Deposit and IFBB Registration fee before your team members are allocated their accommodations. If an athlete or delegate arrives in Manama without their Team Manager or Chief Delegate, the athlete or delegate must pay the Hotel Security Deposit and IFBB Registration Fee before a room can be assigned.
Secretariat
The Organizing Committee will maintain a Secretariat at the Golden Tulip Hotel from 10 a.m. October 30, 2008 to 12.00 pm, November 7, 2008. You may obtain information and assistance from the Secretariat.
Backstage Access / Dressing room access
Access to the backstage and/or dressing room areas shall be strictly limited to only the relevant accredited personnel. Coaches and trainers who assist athletes in the dressing room area must be of the same sex as the athlete they are assisting.
Camera / Video Tape equipment
Camera and/or videotape equipment shall be strictly prohibited in the backstage and/or dressing room areas except when used by IFBB-authorized media persons and, in any event, these devices shall be strictly prohibited in the dressing room area.
Parade of the nations
The dress code for all Delegates and/or officials taking part in the Parade of Nations is the IFBB official uniform. The dress code for all athletes taking part in the Parade of Nations is posing attire. One (1) delegate and one (1) competitor per country must take part in the Parade of Nations.
National Anthem / National Flag
All National Federations must bring with them the Kingdom of Bahrain the music of their respective National Anthems (shortened version only)* on a compact disc (CD). This must be on a separate CD from those which contain the posing music of the athletes. All National Federations must also bring with them their respective National Flags. The flags must be manufactured of dense silk and measure no more than 2.5 meters x 1.5 meters.
Posing Music
All posing music must be on an audio CD only. The posing music must also be at the start of the CD. Each competitor must affix his name on the CD for easy identification.
Important Notice
The use of profane, vulgar and/or offensive language is strictly prohibited in the posing music.
Judges

Important Notice
All judges must attend the Judges/Team Managers meeting. If a judge is absent from this meeting, he or she will not judge.
Green Card
Green cards, used to limit access to the Weigh-in and backstage area during the Prejudging and Finals, will be distributed at the Judges/Team Managers Meeting as follows:
Five (5) or more competitors - two (2) green cards less than five (5) competitors - one (1) green card.
Doping Controls
Doping controls will be conducted by the IFBB Medical Commission pursuant to the IFBB Anti-Doping Rules, using the WADA accredited laboratory in Tunisia. In order to compete in the Championships, all competitors at the Weigh-in and Registration will be required to sign a Doping Control Consent & Waiver of Liability Form (available in the Appendix).
Important Notice
Doping controls may be conducted using any or all of the following methods:
1. Random Selection: A number of athletes selected at random throughout the event e.g. at Weigh-in
2. Weighted Selection: A number of athletes selected at random from among the top finalists e.g. at the Finals
The IFBB reserves the right to Target Test any athlete. The IFBB is a signatory to the WADA Code. Participating National Federations have a duty and an obligation to ensure that their National Team athletes are competing drug-free at IFBB international competitions.
Important Notice
Pursuant to IFBB Anti-Doping Rules regarding a registered athlete testing pool an Out-of-Competition doping control shall be implemented on every athlete competing in the IFBB World Championships. The National Federation must provide accurate and up-to-date whereabouts information of the athletes.
Visas
A valid passport is required for entry into the Kingdom of Bahrain. Please consult the Bahrain Embassy in your country to determine if you need a visa. An official Letter signed by the Minister of Sports (also available in the Appendix) will be made available if required.
Countries which do not have the Bahrain Embassy may apply for a landed visa, however, they must submit an eligible clear copy of their passport to the attention of the Organizing Chairman, Mr. Mohd. Abdulrahim Abdulla at fax number: +973 - 17720084 or as an attachment by email to: mohd_bwbb@yahoo.com. This request must be sent by 15th September, 2008. Request made after this date will be rejected.
Time Difference

Currency
The national currency in the Kingdom of Bahrain is the Bahrain Dinar (BD). One Bahrain Dinar is = 1000 fils and One US Dollar is equal to 378 fils but the rates can fluctuate.
Credits cards
All major credit cards are widely accepted at most major hotels, department stores and restaurants. You may be requested to show your passport.
Climate
During the month of November, the average temperature is 28 C.
Electrical Current
The electrical current is 220 voltage.
Language
Official language: Arabic. English is widely spoken in hotels, restaurants, shopping centers and tourist areas.
Training Facilities
Three (3) private gyms are available and shuttle bus services shall be provided. Gyms are also located in the respective hotels.
Media Accreditation
All media accreditation, except local media, shall be controlled by the IFBB. All persons wishing to obtain media accreditation for this event must register with the IFBB by completing and signing an IFBB Media Accreditation Form (available in the Appendix). Said form must be remitted to the IFBB by email at: pierre.scatolini@ifbb-news.com no later than 1st October, 2008.
Athletes without delegates
All athletes competing at IFBB World Championships must be members in good standing with their National Federations. Any athlete who arrives without a delegate must carry an Official Letter of Authorization of participation from his National Federation, failing to do so will prevent the athlete being allowed to participate in the competition.
Failure to honour Final Entry Form deadline
Deadlines are set to assist the Organizer with arranging accommodations, meals, onsite transportation and other Championship activities. A failure to respect these deadlines is a breach of IFBB Rules.
If a National Federation fails to respect the deadline written on the Final Entry Form, each "Official Participant" from that federation will be required to pay all of his or her own expenses, including accommodations, meals, onsite transportation, and access to the Prejudging, Finals and Farewell Banquet.
Misrepresentation
Misrepresentation is a serious breach of the IFBB Code of Ethics and occurs when an "official" of a National Federation deliberately misrepresents the number of Athletes and Delegates so as to obtain free-of-charge accommodations, meals, onsite transportation, and access to the Prejudging, Finals and Farewell Banquet, as well as other amenities at the expense of the Organizer.
Part of this misrepresentation may be a false claim that a person is an “athlete” only to have that so-called athlete fail to officially register as a competitor at the Weigh-in or, once having officially registered, fail to compete.
Any National Federation found guilty of misrepresentation will be immediately disqualified from the Championships and will be fined an amount equal to the Special Package Rate for each person involved.
Medical withdrawal
Once officially registered, no Athletes may withdraw from competition without the prior approval of the IFBB Chief Judge. It is not acceptable for a National Federation to unilaterally withdraw an athlete without the prior approval of the IFBB Chief Judge, who has the right to verify the reason for the withdrawal.
Any National Federation that fails to seek the prior approval of the IFBB Chief Judge before withdrawing an athlete shall, for that athlete's non-participation, be fined an amount equal to the Special Package Rate.
Attendance at the IFBB International Congress
It is the duty and responsibility of each National Federation to ensure that it is represented at the IFBB International Congress meeting. All National Federations officially participating in the Championships must also attend the Congress, including National Federations with athletes and no delegates. In this case, the athlete must attend and represent his country at the Congress.
Important Notice
A National Federation that is officially registered as participating in the Championships but fails to attend the IFBB International Congress will be fined an amount equal to the Special Package for each member of the National Team.

Important Notice
It is the responsibility of the President or General-Secretary of each participating National Federation to ensure that all National Team members (athletes, delegates, extra delegates) are fully aware of the rules and regulations governing participation at these Championships, to include the statements contained within this Inspection Report. If any of your athletes and/or delegates are travelling and arriving separate from your Team Manager or Chief Delegate, you must ensure they are familiar with the rules and regulations contained within the Inspection Report.
